If you knew the Honorable Jesse Edgar Demps, you knew he was in charge from the day he was born on April 25,1953 to the day of his death on April 15, 2017. His parents John Earl and Maude Bernice Demps loved their second son along with his siblings John Rodney and Reginald, who predeceased Jesse, and his living siblings Karen and Kelvin. Jesse, JED, J.Edgar, J-Pa, Uncle Jesse as so many called him was active at Celestial Baptist Church from the time he was a boy as a member of Boy Scout Troop #119 all the way through adulthood. He served as trustee for over 30 years and served as head trustee for much of that time. Jesse also served on various committees including the Finance Committee, Budget Committee, 100th anniversary and Pastoral Search Committee. As a lifelong resident of Portsmouth and a product of the finest high school in the land, I.C. Norcom, Jesse was a proud Greyhound, class of 1971, and went on to be a Shaw University Bear graduating in 1975. He then continued on to graduate from North Carolina Central University School of Law with a Juris Doctor Degree. Jesse worked as a Public Defender and Attorney in the Hampton Roads area for over 30 years. The honorable J.Edgar Demps, JD also served on the bench as a judge in cities of Chesapeake, Suffolk, Portsmouth, Accomack and Virginia Beach. He was well respected among the legal community far and wide. Jesse leaves behind a legacy of laughter and his love for his family, beautiful women, golf and good food. He spent time with all of his family every opportunity he had from annual Christmas Eve gatherings at Uncle Jesse’s house to taking the kids out for a day of fun. He always knew where to find the best barbecue, steaks and everyone knows that Jesse’s second home was Moseberth’s Chicken. Jesse loved traveling and had the opportunity to visit Beijing, Paris, the Caribbean and Hawaii. To carry on his legacy he leaves behind his beloved grandson Donovan and his daughter Sharonda Glover, two special grandchildren Kiara and Keevin Jackson, sister and brother-in- law, Karen and Harold Bush, brother and sister-in- law, Kelvin and Dianne Demps, sister-in- laws, Betty Demps Grant and Alice Demps, nieces and nephews, Karl Demps, Craig Demps, Kristal Audain (Rolston), Reginald Demps Jr, Shante Wright (Charles), Milton Rayner, Antwion Demps, Sr. (Richelle), Kelvin Demps, Jr. and Trelayne Demps and a host of great nieces and nephews. He also had enough family to fill a small village. We all have great memories of Jesse Edgar Demps. May we all carry them with us in our hearts forever.

Chasta Mangum I will miss walking into the courtroom an you calling a fifteen minute recess so we could go in the back and talk. It was such a pleasure to know and have a good conversation with him. Jesse, you will be truly missed. Love Ya !!!!

Brenda K. Williams My prayers go out to the family. Jesse and I shared the same homeroom class at I.C. Norcom, Class of '71. And later, our paths crossed again during the time I lived next door to one of his golf-buddies. Jesse always had a smile and a welcoming hug for me. I am thankful that I was blessed to know him. Sheila Scott My condolences goes out to the family. I say farewell to my friend and my lawyer ( who won my case) he always could give me good legal advice. We went to I. C. Norcum together. He was in the band and I was on the drill squad. Yes he will truly be missed tell Racky it's time for you two to play his drum and your trumpet in the heavenly choir. We love & will miss u Jesse E.Demps for u are & we're very much loved by everyone who knew u & came across u . very sweet , caring, smart man .
