Rodney Edward DeLoatche Phelps was quietly escorted by the angel of the Lord to rest in the presence of God on January 26, 2017. He was the delightful son of the late Mr. Clarence Phelps and the Late Mrs. Annie J. DeLoatche Phelps. After 23 months of his life, the Phelps’ family welcomed a beautiful baby girl Francis, who would fastly become Rodney’s living doll “Boogum” and his greatest fan. Born and raised in Norfolk, VA Rodney and Francis gained popularity amongst their biological and Liberty Park neighborhood families. Rodney and Francis won the hearts of their older buddies, who lovingly became their “Guard Brothers and Guard Sisters”, namely George and Debbie Jackson and the late Loretta Bidleman. It was the “Liberty Park Village” that truly raised their children. As much as Rodney adored his sister his first love was his Mother Miss Jeanette. He was Momma’s baby boy and it was not a secret that she was the “Chief” that kept the family together. She taught her children that all family is not always blood related. So, it wasn’t to anyone surprise that on any given day at 2909 Bickle Street, that there would be “extended family” sitting at the kitchen table laughing out loud and eating Chief’s great food. Rodney was baptized at age7 at Second Calvary Baptist Church. He was a member of the Junior Usher Board. In his adult life, Rodney gave his life to Christ in 1991. He rededicated his life to Christ in January 2016. His sister Rev. Jeanette Francis Phelps has provided pastoral care to Rodney for over 40 years. He was a member of Ebenezer AME Church, Roanoke where his sister serves as Senior Pastor. He was educated in Norfolk Public Schools, and graduated from Booker T. High School in 1972 where he was a member of the drama club. He attended Norfolk State University for one year and studied in Music and Fine Arts departments. Though he had part-time jobs throughout his work life, working and retiring from the Mass Production Band was the most memorable. Rodney’s prowess as an artist and musician gave him absolute joy. Sharing his creativeness caused Rodney profound ecstasy. He performed with Mass Production until his health would no longer permit. Rodney leaves to cherish his precious memory sisters, Rev. Jeanette Deloatche Phelps, Rev. Annette Powell, Sabrina Gissendanner (Don), Robinette Hatch (Kenneth), Rev. Vanessa Copeland, Rev. Ethel Dandridge, Deborah Jackson McHenry (Gary) and George Jackson; devoted uncle Wilber Jordan Jr.; nephew, Dr. Dwayne Elan (Angela); cousins, Maria Bowden Tillery, Jimmy Bowden (Barbara), Linda DeLoatche Smith, Joel DeLoatche Jr., Gloria DeLoatche, Ursla D. Rhodes (William); brothers, Mass Production Band, John M. Glass and The Powell and Beale Families.

The Edmonds Family We send you our deepest sympathy. Although this is a very sad time for the family, the Bible provides the finest basis for encouragement. It lets us know that death is an enemy that soon will be done away with along with all causes we have for suffering, according to Isaiah 25:8 and Revelation 21:3, 4. We can have confidence in God's Words because He cannot lie. I hope this message brings you and your family some comfort.

Linda To the Family. Losing a love one in death is a trying time for all. I just want to give the family some comfort and hope from God's word, which gives the assurance that one day we will see our dear love ones again. ACTS 24:15 And I have a hope toward God, which hope these(men) themselves also entertain, that there is going to be a resurrection of both the righteuos and the unrighteous. Certainly while we await for these wonderful promise, I hope the family truly find comfort knowing this wonderful hope from Gods word.

Anna L Marcano My condolences to the Phelps family. It its never easy to lose a loved one in death. The bible at 1 Corinthians states that death is an enemy, but we have the assurance that God will one day eliminate death forever. May you find joy in remembering the Good things that Mr. Phelps did while alive. And may the words at Revelation 21:4 bring you comfort; "And he will wipe out every tear from their eyes, and death will be no more, neither will mourning nor outcry nor pain be anymore. The former things have passed away.”

Joy Please allow me the chanced to express my deepest sympathies for the loss of your precious loved one. I know that this is a difficult time for you but rest assured our loving heavenly father promises that the time will come when our loved ones will come back to life by means of the resurrection. John5:28-29 What a wonderful time that will be! DO not let your hearts be troubled. Believe in the promises of God and find inner peace of mind and heart. mae Sorry for the loss of your loved one. I have found this scripture to be most comforting. I hope this will bring comfort to you as it has to me. Isaiah 41:10 “Do not be afraid, for I am with you. Do not be anxious, for I am your God. I will fortify you, yes, I will help you, I will really hold on to you with my right hand of righteousness.”
