Julie Elliott Carter was a beloved daughter, mother, sister, aunt, and great aunt. On September 7, 2017, God opened the gates of heaven sent his angels down and gave Julie her wings. She was born March 30, 1965 to the late Cornelius Elliott, Jr. and late Bertha Bremby Elliott in Portsmouth, Virginia. She graduated from Churchland High School June of 1983 where she participated in the Marching Band. She completed Sterile Processing Certification in 2001. She worked at McDonald’s for sixteen years and eight years as a manager in Portsmouth, Virginia. She worked at Redding Medical Hospital in Pennsylvania as a Sterile Processing Tech for one year and five months. She also worked at Gwinnett Medical Hospital in Gwinnett, Georgia for seven years as a Sterile Processing Tech. Julie returned to Portsmouth, Virginia seven years ago where she lived with her sister until her final days. She attended and was a faithful member of Union Baptist Missionary Church. She was a faithful choir member and was an usher until her health begin to decline. She had a warm and loving smile. She’ll be loved and missed by many. She leaves to cherish her memory a loving and devoted son, James Carter IV, three sisters Alfreda Elliott (Caregiver), Sheila Scott of Portsmouth, Cassandra Water of Suffolk, two brothers Quintion Eaton of Fort Washington, Maryland and Carnell Elliott (Joyce) of Chesapeake, two aunts Hazel Jackson Chesapeake, Thelma Phillips (Samuel) of Chesapeake, one Uncle Clifton Bremby (Hallie) of Suffolk, Goddaughter Alisha Ward of Portsmouth, and a host of nieces, nephews, cousins and friends. Special thanks to Natasha Elliott, niece and caregiver, Ricky Scott Jr. nephew and caregiver. Special thanks to family and friends, Angelia Cooper, Glenn Dale, Cheryl Robinson, James Carter III and all those from Churchland who always asked about her. Celebration
